提出实行一条开源节流的技术路线，把节水灌溉作为一项系统工程来考虑。节水灌溉系统工程是由规划设计、产品制造、农艺知识、使用维护、服务管理等技术进行综合、集成、组装而成的农业高效用水系统工程。阐述了组成该系统工程的供水、输水和配水3部分的新技术，以及在21世纪的发展趋势，同时指出要从节水灌溉系统工程的高度上来观察、分析和解决问题。
