改革开放以来，随着我国农业现代化和城市化进程的不断推进，在国际国内环境和国家政策的变化等因素的影响下，我国农村剩余劳动力的转移经历了“高潮”、“低谷”等不同的发展时期。概括起来，大致可以分为五个阶段。
（一）农村剩余劳动力转移的重新启动阶段（1978-1982年）
